By prioritizing the removal of the regime over the preservation of the state’s administrative and security architecture, the intervention triggered a systemic collapse. The resulting power vacuum did more than just destabilize a nation; it exported instability, facilitating the proliferation of non-state armed groups and terrorism across the African continent.

Strategic Synthesis

The evidence from Libya and the Middle East suggests that “democracy” imposed from the outside often functions as a catalyst for anarchy. When the optics of legitimacy (elections) are pursued without the mechanics of stability (security and rule of law), the state inevitably fails.

From a scholar-practitioner perspective, the conclusion is clear: Stability is the prerequisite for governance, not its byproduct. Any strategic framework that attempts to install a political system before securing the state’s foundation is fundamentally flawed.
